Introduction The following paper will analyse the impact that government expenditure has on the household’s consumption behaviour. Prior to starting the discussion it is imperative to highlight that government expenditure is either in the form of building roads, railways etc. or by changing the level of taxes charged to the individuals in an economy. It is an undisputed fact that the primary economic objective at the micro level is to ensure that resources are efficiently allocated and on the macro level the objectives are mainly to ensure high and sustained levels of economic growth; maintaining low levels of inflation and unemployment and, finally, maintaining a stable level of exchange rate regimes. Government expenditure is one of the tools of the fiscal policy which is used to bring the economy to its full employment level or the equilibrium level. The key indicator for growth in the economy is the Gross Domestic Product or more commonly known as GDP. GDP measures the domestic output in the economy, in other words the production of goods and services in the economy. There are have been various debates centred around the fact whether GDP should be considered a good indicator of growth or not; besides the area of measurement, many development economists also argue that the concept of growth does not take into account the human development side of the economy. In fact all GDP/ GNP (Gross National Product) are concerned about is the level of output. Fiscal policy measures were proposed and Keynes’ to bring the economy out of the recessionary phase and help the economy achieve its macroeconomic objectives and stabilise the economy. However, in the 70s with the presence of stagflation, characterised by periods of stagnation and high levels of inflation, was not cured by fiscal policies as a result of which monetarism emerged and gained popularity. The idea behind increasing government expenditure is to stimulate growth in the economy. Growth will only happen when there is sufficient demand for goods and services. Demand would only exist when people have the income to spend on the goods and services. Hence many a times in order to stimulate demand, government tends to increase create demand by engaging in activities which employs the under utilised resources. Recession is the result of negative or low economic growth. When there is a negative or low level of growth then the firms are forced to cut down on production, reducing levels of production then results in redundancies which lead to an increase in unemployment, therefore taking the economy away from its equilibrium level. Therefore, government expenditure increases the spending power of the households, when the income of the household increases they demand more goods and services. Greater demand creates a ripple effect of firms employing labour to meet the increasing level of demand, this leads to an increase in the production of goods and services, which fur ther results in the rise in the economic growth levels. Governments could increase the income by cutting the taxes charged. Prior to developing this point it is important to highlight that the consumption function which is generally the 45Â ° line was suggested by Keynes. The following diagram depicts the consumption function. Thus Keynes identified various factors on which a household’s consumption would depend, namely: Income, whether current level or anticipated level of income Amount of assets held Taxation – if the people anticipated that the taxes would decrease then the current spending would increase. This would also vary with the fact whether the anticipated decrease in taxes is going to be a long-term change or only for a short period. Consumer tastes and preferences – if the goods in the market do not appeal to the household’s preferences then their consumption levels will decline however and the opposite would be true if goods in the market would be as per the requirements of the consumers. In the event that domestic production of goods and services does not meet the requirements of the consumers or the level of income increases up to a certain extent then the households would be more inclined to import goods. In this scenario the balance of payments situation could be in danger. Increase in import levels would mean that the budget deficit would increase therefore driving the domestic production of goods and services down. This would then result in the opposite which is economic growth would fall as import levels increase. Conclusion From the preceding paragraphs it can be concluded that a rise in government expenditure increases the spending power of the households and it therefore results in a rise in the growth levels. It has also been highlighted that the government has to ensure that in the light of increasing the growth levels it does it at the cost of achieving the opposite which is reduced levels of growth. For instance whilst higher levels of income increases consumer spending it also can have the negative effect of an increase in budget deficit thus the domestic economy would suffer. Moreover, the governments in the light of measuring economic growth should not simply stick to GDP as an indicator, primarily because it tends to ignore many other factors like the social costs, externalities like pollution and environmental affects and besides it may even widen the gap between the rich and the poor. It is without a doubt that the Holocaust will forever go down in history as one of the most heinous crimes against humanity. Even years after the Nazi leadership, effects of the war still haunt the streets of Germany and the memories of the few survivors still alive today. Hitler and his Nazi regime held power in Germany from 1939 until 1945, when they were defeated by the Allied forces (Davenport 10). Within that time, Hitler was responsible for the death of six million Jewish people, and millions of other non-Jews. (Davenport 10) However, when the war ended, it was a big question as to who to blame for these horrendous crimes. Several of Hitler’s head leaders, and Hitler himself, either committed suicide or went into hiding before they could be captured (Austin 2000). In Hitler’s last testament, he was quoted to have said, â€Å"I do not wish to fall into the hands of enemies who will need a spectacle arranged by Jews† (Davenport 18). However, Hitler left behi nd several of his top officers and commanders, who were rounded up and taken to Nuremberg for trial (Davenport 16). Along with the Nazi soldiers and generals, between 100,000 and 250,000 Germans directly played a part in the killings and persecution of Jewish citizens in Nazi Germany (Davenport 13). Some believe that it was necessary to hold all German citizens responsible for their involvement in these crimes against humanity; however the Nuremberg trials were the best solution for justice, as they showed ignorance and duty were no longer viable excuses for crimes, and they set a precedent for future trials by demonstrating a strong intolerance for genocide. Before the trials began, the Allied forces debated on whether it was necessary to try these men, or if it would be bes... ...courts (fix citation). The Nuremberg trials are still heavily debated today, in regards to their effectiveness and whether or not it put the blame on the correct people. However, the trials were highly successful. Several of the men were hung for their crimes, and others were sentenced to strenuous prison terms with conditioning therapy afterwards. The Nuremberg Trials has had lasting effect on the world. After these trials, the United Nations began to adopt the Convention on the Prevention and Punishment of the Crime of Genocide, which established that there were such things as crimes against humanity, and that they could be tried any in the world (UMKC).The Nuremberg trials were truly the best solution for justice, showed ignorance and duty were no longer viable excuses for crimes, and it set a precedent for future trials by a strong intolerance for genocide.

Even by the standard of America, Atlanta is a young city. Even before it became a settlement, such cities like Cincinnati, Charleston, Chattanooga and New Orleans were already thriving cities. Atlanta can be said to be a bright, aggressive and brash town with the rough ages smoothed by time. The city dashes with the charm of the south. Atlanta has a unique and proud heritage despite its relatively young age and has a past that is worth being preserved. Even though Atlanta was in the South, it was not however of the south from the beginning. It begun as a small railway crossing. As such, it was established as a railway terminus. The culture, values and mores of the town resembled those of the frontier towns of the Old West than of the cities of the Old South. The catalyst for its growth and economy still remains transportation. The city always attracted men and women who possessed vision from the beginning, the opportunists who possessed the foresight to offer the facilities that would make Atlanta become one of the most important cities in the Southeast. The Creek and Cherokee Indians owned the land that is now Atlanta some one hundred and fifty years ago (Robert, 1981). When the first white settlement was founded on the banks of the Chattahoochee River near the Indian village of Standing Peachtree, the United States was well into war. This was in the year eighteen twelve. The white people and the Indians lived together until the year eighteen thirty five when the leaders of Cherokee nation consented under the Treaty of New Echota to leave their lands and move west. During this period, the Cherokee lands were officially under the possession of Georgia, an act that resulted into the infamous Trail of Tears. Farmers and craftsmen from the mountains of North Georgia, Carolinas and Virginia were the early settlers in the area of Atlanta. These early settlers were in most part hardworking and deeply religious. Through lottery disbursements, they came to possess their lands. They lived in harmony and peace with their Indian neighbors. They also owned a few slaves. They built schools and churches. They often traveled to Decatur to trade besides marketing their cotton in Macon which was a hundred miles to the south. In the antebellum south, this society was as close to being termed yeoman as possible. In the metropolitan Atlanta area, some of their pre-Civil War churches, homes, mills and cemeteries are still in existence. The inception of Atlanta was the integration of necessity and geography made possible by the steam engine. The construction of a trade route from the coast of Georgia to the Midwest was voted by the Georgia General Assembly in the year eighteen-thirty six. It was meant to be a state railroad which was to facilitate trade between the state and other regions. The terminal for the railroad was to be at the sparsely populated Georgia Piedmont. It was to run from a particular point on the Tennessee line close to the Tennessee River, starting near Rossville to a point on the Southeastern bank of the Chattahoochee River that could be easily accessed by the branch railroads (Reed, 2006). The name of the railroad was to be the Western and Atlantic Railroad of the State of Georgia. Stephen Harriman Long, an army engineer with a wealth of experience, was offered the task of finding the most practical route foe the new rail line. He chose a site that was eight miles south of the river. The Indian trails and connecting ridges converged at this point. This point that he chose proved to be just the right site with an ideal climate. The stake was driven near the present Five Points in Downtown Atlanta. Atlanta is positioned in the Piedmont Plateau with an elevation of one thousand ands fifty feet yet no natural barriers can impede on the growth of the city. Atlanta grew developed like the towns in the West between the periods that long drove his stake on the ground and the beginning of the civil war. Gold was stroke in the rail lines instead of mining. Opportunists, salesmen, merchants, craftsmen and land speculators were soon attracted by the railroad workers’ little settlement which was aptly named Terminus. What followed were the warehouses, ironworks, textile industry, sawmills and banks. The city later came to be called Marthasville in honor of the Governors daughter. However, prominent citizens considered this mane to be too long and bucolic for the progressive city and hence were changed to Atlanta. The patterns of settlement were slowly being formed. A substantial merchant residential community known as Mechanicsville thrived around the rail yards. Near the White Hall Tavern grew the West End. Luxurious home begun to be built on Marietta, Whitehall, Broad, lower Peachtree and Washington Street as residential avenues of important citizens begun to be established. However, pre-War Atlanta was not a quiet business community. According to Franklin Garrett, the town was classified as tough even as the number of good, moral citizens increased. The city distinctively developed as a railroad center with vices that were characteristic to rough frontier settlements. Gambling dives, brothels, resorts and drinking were normal in the city and the sporting elements were insulting on their defiance of the public order (Robert, 1981). When the Civil War erupted, Atlanta was already an important city. It had a population of more than ten thousand individuals, banks, manufacturing and retail shops, four rail lines, banks, carriage and wheelwright shops, three thousand eight-hundred homes, tanneries, warehouses, mills and iron foundries. It became an important shipping and supply center for the Confederacy. It also possessed the facilities which made it necessary for the Union forces, led by Sherman, to seize and destroy it. In July 1864, General William Tecumseh Sherman began his campaign from Chattanooga to Atlanta. The city surrendered to his forces on September 2 after a series of battles and a siege of the city lasting for a month. The city was on fire not because of Union shells but mainly due to the box of explosives that the retreating Confederates blew up. Evacuation of the city and the destruction of buildings that could be used by the confederates were ordered by Sherman. By the time Sherman started his march to the sea, the only structures left standing in Atlanta were about four hundred buildings. The city became a ghost town of ashes and rubble. When the residents came back and begun rebuilding the town, the city was still smoldering. The residents came back with a new and stronger spirit than before. Their confidence in the future of Atlanta grew and within five years after the holocaust, the city was rebuilt and its prewar population redoubled. The city adopted a new form of architecture which waxes popular during that era since the original antebellum architecture was almost entirely destroyed during the period of the war. However, some of the few fine whitewashed columned mansions that were in downtown Atlanta survived even though others were later destroyed to provide room for state and city buildings. The limits of the city were originally circular and extended one mile from the zero milepost. Its initial expansions were circular too. The demographic patterns of the city were reestablished as before the war. West End continued to thrive as a residential business community of the upper class. Along the Peachtree and Washington Streets, wealthy white citizens established and built Victorian mansions. Prosperous black enclaves also developed despite the fact that segregation existed in the city. These enclaves were concentrated along Auburn Avenue after 1906. Summerhill, Vine City and many other residential pockets around the central city emerged as black neighborhoods. The city experienced rapid growth from the time that the Civil War ended through the last decade of the nineteenth century. The central business district expanded from Union Depot toward the it’s limits by the end of eighteen seventy (Best of Images of America, 2000). The city was dissected by a path of railroad tracks which converged in the lower downtown gulch. The flow of traffic over the tracks was facilitated by the construction of a network of viaducts that were planned in the turn of the twentieth century and completed twenty five years later. The business district was moved to another level by the viaducts which led to the establishment of another area that is presently known as Underground Atlanta. For the railroad depots, a simple utilitarian Italianate architecture was encouraged and this influenced so much the design of the design of the commercial buildings that were constructed before the turn of the century. The foundation of Atlanta’s economy within this period still became the railroads. This continued through to the Second World War when emphasis shifted to truck and air transport. The city’s growth was spurred by transportation and private enterprise. In the final decade of nineteenth century, new rail lines were added to the city’s network. Its dominance as southeast’s railroad center became established with the consolidation of ten radiating lines within that decade which included divisions of Southern Railway totaling five. With the recession and depression of the economy of the nation in the nineteen eighties, a series of fairs and expositions were staged by an Atlanta promoter to attract business in this area. In an attempt to establish a new economic base in the postwar south, the International Cotton Exposition was staged in 1881. Atlanta was advertised as a commercial and transportation center by the Cotton States and International Exposition of 1895 which made Atlanta to emerge as one of the major cities of the Southeast. The Exposition became recognized worldwide and by 1903, many regional and national companies had their headquarters in Atlanta. The growth of Atlanta as an industrial base, contrasting it with the rest of the south which was inclined toward agriculture, came as a result of the fair and exposition. Industrial complexes were established along the rail lines, textile mills also came south and mill villages were also constructed to house the workers. The residential perimeters also expanded with the introduction of horse drawn street car in the 1871. There was also the emergence of several private developers. Among the notable private developers was Joel Hurt who built the fast skyscraper in Atlanta. He also established the first planned residential suburb in Atlanta. Atlanta adopted the Chicago school of architecture in the establishment of skyscrapers of elevator buildings. The city’s skyline was transformed from the picturesque High Victorian to a collection of multipurpose skyscraper office buildings and hotels. These new buildings attracted a large railroad and insurance. Atlanta’s distinctive personality is offered by the early commercial buildings and the Victorian and post-Victorian settlements that were build between 1890 and 1930. Atlanta in the southeast’s capital city, a future city with strong ties to the past, its soul being the old in the new, a heritage that enhances the quality of life in a modern city.

The people of early colonial America settled mainly in rural areas and farms. Eventually, by the end of the 18th century, cities became dominant settlements over the rural regions. As the size of cities grew, problems in health and sanitation began to arise. Throughout all of the major cities, taverns were the common places where everyone would meet. The cities of colonial America helped spread the European Enlightenment across the Atlantic. This in turn helped create an American Enlightenment movement, which started primarily in the major cities. Cities helped develop the advancement of learning in science, literature, and the arts. They were also centers for manufacturing and commerce, where industry boomed. The major cities of America included Boston, Philadelphia, New York, Newport, and Charleston. In these large cities, many problems began to surface. These difficulties involved health, sanitation, police protection, and fire prevention. To decrease these problems meant that the city would have to work together and stop with individualistic ways. Philadelphia was the most heavily populated, and most sophisticated of the major cities. They had brick roads and sidewalks including street lamps, which turned on every night. There was a regular night watch along with volunteers for fire protection and there were also many booksellers. Some people were unhappy with Philadelphia’s design while others thought the city to be a masterpiece. Boston was another populous city, thanks to its elegance and in general the manners of its people. The people of Boston had many luxuries, such as coach rides where slaves served the customers. Also, the Mall was a very popular place among the people. The Mall was a beautiful Common with trees and paths, which was an imitation of St James’s Park. Although Boston was not as  densely populated as Philadelphia, Boston offered a cleaner and more open society. New York City preserved many of its native Dutch traditions and qualities. A lot of the buildings were built of brick, which was the common Dutch style. New York also had developed into the headquarters of the British North American Army. Many New Yorkers were influenced greatly by Britain, which meant that the people were considered to have excellent manners. Taverns were the centers of social life in the cities, also called the â€Å"principal social institution of colonial America.† The taverns social class ranged greatly depending on its surrounding areas. Some taverns housed the low life’s and poor people while others only accepted gentleman. Most of the pubs were a place for common people to discuss any matters at hand. Some say the foundation of the Revolutionary War was planned in taverns. Some people felt as if taverns were causing some problems in society. Benjamin Franklin was one of the major figures that tried to limit the number of taverns in cities. He argued that the number of taverns might cause poverty to many of the people and the surrounding neighborhood. However, taverns could be considered good to the cities because they were the closest form of business enterprise in colonial America to this point. Although in the early years of colonial America, many people resided in the rural areas, the cities became more populated over time. Taverns were a main reason for people moving from farms to the cities. The conditions of the city weren’t excellent, as the water supply was not very sanitary and garbage disposal was a major issue. Techniques Used in the Great Gatsby

Fitzgerald, F. Scott. The Great Gatsby. Britain: Penguin, 1926. 1. Point of view – the view or perspective of how the story is narrated (i. e first person) â€Å"Only Gatsby, the man who gives his name to this book, was exempt from my reaction – Gatsby, who represented everything for which I have an unaffected scorn. † (pg. 8) †¢ This novel is narrated from a first person point of view. Nick Carraway is both a narrator and a character participant in the story.Seen that this novel is mostly about Jay Gatsby and how what happens to his life is narrated to represent general themes, there could be no other narrator than the character who is Gatsby’s neighbor, and someone who declares to be free of any preconceptions or judgments due to an important lesson his father taught him. Nick Carraway seems to be a narrator exempt from bias due to this aspect of his profile, and he leaves clear what are his specific opinions or observations. 2. Tone – throug hout the connotation and denotation of words, it is what gives a mood or attitude to the story No – Gatsby turned out all right at the end; it is what preyed on Gatsby, what foul dust floated in the wake of his dreams that temporarily closed out my interest in the abortive sorrows and short-winded elations of men. † (pg. 8) †¢ The narrator keeps his tone always dry and realistic. This helps the readers understand that even though this seems like a romantic story due to Gatsby’s unconditional love for Daisy and his pursuit for his dream, it is completely sucked in by reality from beginning to end. When the narrator talks about love or dream he does not idealize them by using words with positive connotation.He is clear and concise about the relationship between those who love and how they love. In the example above for example, the narrator clings on to disillusionment and even pessimism as he foreshadows Gatsby’s fate. 3. Imagery – the creation of a mental picture through detailed description â€Å"It eluded us then, but that’s no matter – tomorrow we will run faster, stretch out our arms farther†¦ And one fine morning – So we beat on, boats against the current, borne back ceaselessly into the past. † (pg. 188) †¢ In this passage the author is able to create two clear mental pictures to convey his message.One is of men stretching further and running faster – though we can picture that his true intention is to suggest that mankind is trying to grasp what seems far from their reach, like Gatsby trying to grasp his American Dream throughout five years of his life. The second imagery is of the boat tiredly pushing against the strong current, and with that any reader can understand that individuals have to strive against the repressive society in order to adhere what they truly want. 4. Symbol – using one smaller idea to represent a larger one â€Å"Gatsby believed in the gre en light, the orgastic future that year by year recedes before us. (pg. 188) †¢ The colors in this novel are used to represent greater ideas or they give specific significances to characters’ profiles or the environment in each scene. In this last moment, the green light Gatsby believes in is his dream. The color green itself is a representation of hope or faith. Also, in a specific part of the novel, the light emitting from Daisy’s house has a greenish hue, corroborating the fact that this is what he has longed so much for. 5. Irony – when there is an outcome of events that is opposite to what was expected initially The minister glanced several times at his watch, so I took him aside and asked him to wait for half an hour. But it wasn’t any use. Nobody came. † (pg. 181) †¢ This quote is in relation to Gatsby’s funeral. This can be considered an irony since at the beginning the impression that Nick had about Gatsby was that he had m any friends and was extremely popular due to all the parties he threw at his house. Yet, when he dies and has no longer anything to offer to society, he is alone and none of the plenty of people who came to his parties even cares or remembers him then. 6.Mispronunciation – when words or full sentences are written exactly as they sound to emphasize the tone and profile of the character â€Å"Oh, my Ga-od! Oh, my Ga-od! Oh, my Ga-od! Oh, my Ga-od! † (†¦) â€Å"What you want, fella? † â€Å"What happened? – that’s what I want to know. † â€Å"Auto hit her. Ins’antly killed. † â€Å"Instantly killed,† repeated Tom, staring. â€Å"She ran out ina road. Son-of-a-bitch didn’t even stopus car. † (pg. 145-146) †¢ Being a realistic novel, Fitzgerald compromises to every small detail of reality. In this example, readers can easily see the difference in accent and pronunciation of the three people having a di alogue.The officer, being from a lower social class, and therefore imaginably less educated, skips sounds when he says certain words such as â€Å"ins’antly† instead of instantly, â€Å"fella† instead of fellow and â€Å"stopus† instead of stopped. With these mispronunciations Fitzgerald enables a brief and careless speech. Wilson’s quote (â€Å"Oh, my Ga-od! †) also tells a lot about the character and justifies the murder by the end of the book. He is also part of the rough, low class, uneducated, and in this case angry and desperate.The officer and Wilson stand as contrast to Tom who presents a complete and fluent speech that proves that his wealth bought him education. 7. Repetition – to use the same word, phrase or sentence repeatedly for emphasis or another purpose â€Å"In his blue gardens (†¦) I watched his guests (†¦) or taking the sun on the hot sand of his beach while his two motor-boats slit the waters (†¦) On weekends his Rolls-Royce (†¦) while his station wagon scampered like a brisk yellow bug to meet all trains. † (pg. 45) †¢ In this passage readers are able to clearly notice the repetition of the possessive pronoun â€Å"his†.Fitzgerald chooses to do this in this specific part because the narrator is describing one of the parties at Gatsby’s house. By repeating that everything is â€Å"his†, or belongs to him, the narrator emphasizes Gatsby’s abundant wealth. Fitzgerald is creating the image of a rich and ostentatious man. 8. Flashback – the narrative of an event outside the present timeline in order to provide background information to the events â€Å"James Gatz – that was really, or at least legally, his name. He had changed it at the age of seventeen (†¦)† (pg. 104) Throughout the novel there are many stories being told about what Jay Gatsby’s past was like, and what made him become who he is now. Gat sby himself tells Nick in the present timeline of the story, a specific version of how he was educated and how he became wealthy. It is finally due to this flashback that the readers learn the accurate story about Gatsby’s life, including how he earned his money. 9. Charactonym – when a character’s name has some significance to his profile in the novel â€Å"I’ve heard it said that Daisy’s murmur was only to make people lean toward her; an irrelevant criticism that made it no less charming. (pg. 15) †¢ The character Daisy Buchanan can be compared to the actual flower â€Å"daisy†. Just like the most common daisy, the one that is yellow on the inside and white on the outside, the character appears to be something that she is not. She uses excessive amount of white powder to prove her purity and innocence, but inside she is sardonic and superficial. Like a flower, she is delicate, charming and beautiful, but throughout the novel she prov es to be interested in wealth and luxury, and underestimates Gatsby’s true love. 10.Dramatic irony – when the readers know something about the plot that one or more characters might not know â€Å"Was Daisy driving? † â€Å"Yes,† he said after a moment, â€Å"but of course I’ll say I was. † (pg. 150) †¢ In this passage the readers find out that even though it was Gatsby’s car being driven, it was actually Daisy who was driving it and who was guilty of killing Myrtle Wilson. If Mr. Wilson had known about this the ending would be different since he would not have killed Gatsby. Daisy’s shallow personality kept her from assuming the blame, and instead she just moved away with Tom to escape from the guilt.
